[SCU - RadiusFix] - SCU handles radius correctly

  • Added correct trained SCU surrogates for both Cell-3 and cell-10
  • Fixed SCU training and testing plots parity
  • Faulty SCU model purge
  • SCUT added, c++ and py both

  • Radius is padded separately from strain.
  • Data reading and random shuffle functions prior to training are adjusted.
  • Data Container passed to SCU cell has absolute value of Radius isolated from Radius
  • Radius is normalized separately from Strain
  • Isolated Radius from Strain in raw data collection
  • Isolated Radius from Strain in Bounds Generation
