(Re)-Implementation of static integrator

This PR consists of the following:

  • Re-implementation of the static solver which was broken
  • Refactoring of the output
  • Added a proper readme with install notes

Though no dedicated test battery is present, the code has been tested with SU2 and waves through CUPyDO and produces consistent results.
