Update for PFEM3D 2.4.0

Summary of Changes

• Update CUPyDO for PFEM3D version 2.4.0.
• Add a parameter to choose the QR filtering algorithm.
• Fix and update for Ubuntu 24.04 Noble Numbat.
• Add PETSC tolerance parameters for interpolation.
• Standardize the formatting of some test cases.
• Add a new PFEM3D test case.
• Add battery setup files.

Important Note

• Dartflo does not compile on Ubuntu 24.04 with the official SWIG package.
