Reference macro jumps to wrong position

Whenever I click on a rule or its number in Section 5.1 Classifications of the Rules I jump to the last page of the document. If I click on the page numbers in Section 5.3 Index of Rules, I jump to the rule.

This behavior occurs for example for qnt_cnf.
