[feature] Apply multiplying factor to GHI

Summary

Apply a multiplying factor to GHI timeseries to simulate a modification of incoming radiation from weatherdata

Current behavior

The GHI is downloaded from PVGIS or loaded from disk and used as is

Desired behavior

In MODULES/ENVIRONMENT/light.py in the Class Light, in the constructor, before the GHI apply a method to multiply the irradiation by a constant factor
