[feature] Higher resolution than 15min in light model and possible to not use a complete year dataset

Summary

Increase the flexibility for input data time-series period (or frequency) and span (temporal range)

Current behavior

For the moment we can use only hourly or quarter-hour weather data period and span of 1 year. The idea is to be able to increase the flexibility and to use only a part of a year. For example, dataset with a resolution of 10 minutes from 5th october 2023 to 11th october 2023. Current workaround is to integrate the dataset inside a complete year dataset.

Desired behavior

Run the simulation on an arbitrary time window (i.e. not starting at Jan. 1st and ending at Dec. 31st).
