adapt weather data sampling period

Summary

For weather data files coming from other sources than Agri4cast, the sampling period is not necessarily 15 minutes. We should add an input parameter to specify the sampling period or infer it from data.

Current behavior

PASE only accepts input weather files with 15 minutes sampling period.

Desired behavior

Adapt the sampling period to the data automatically by parsing the timestamp and inferring the sampling period

• parse the timestamp column and infer the sampling period
• create the new index based on the inferred sampling period
• edit the wiki
  • sampling period is inferred from data file
