Current behavior

Sky type in branch 117 is computed from weather data (and in develop when we merge !33 (merged)).

Desired behavior

Configure the desired precision on sky type in a YAML config file (under INPUTS/SCENARIOS) :

• CIE Standard Sky 5 (uniform sky)
• or "compute from weather data"
